Parking discounts for disabled and able-bodied individuals | Hong Kong International Airport

Parking concessions for disabled and able-bodied individuals | Government multi-storey car parks under the Transport Department

Disabled drivers holding a "Parking Permit for Persons with Disabilities" may waive fees for the use of roadside parking spaces with metered rates, and use of specific parking spaces in any government multi-storey car parks under the Transport Department at half price.

Parking discounts for disabled and able-bodied individuals | Housing Authority parking lots

  • Holders of valid parking permits for persons with disabilities are eligible for a Half-price parking discount per hour to park in car parks under the Housing Authority. (Private cars and motorcycles only)
  • Licensed drivers of private cars or motorcycles who live or work in public housing estates can enjoy Half-price monthly rent when renting parking spaces under the Housing Authority

Parking discounts for disabled and able-bodied individuals | West Kowloon Cultural District

Holders of a disabled parking permit issued by the Hong Kong Transport Department are eligible for Half-price parking under the "Easy Access" concession.

Parking discounts for disabled and able-bodied individuals | Sha Tin Town Hall

Holders of a valid "Parking Permit for Persons with Disabilities" issued by the Hong Kong Transport Department are entitled to enjoy a Half-price parking discount. (The decimal places after the discount will be rounded to the nearest yuan).

Parking permit for disabled persons (blue certificate)

Commonly known as the "blue certificate," it is only available to people with disabilities who have been certified as having lower limb disabilities by a doctor registered under the Department of Health or the Hospital Authority. They can use the designated parking spaces for people with disabilities free of charge, with each parking session not exceeding 24 hours.

How to apply for a parking permit for disabled persons

Applicants need to complete the application form (TD464) for a parking permit for disabled persons Applicants must personally submit the application form and required supporting documents to the Licensing Office of the Transport Department, or mail them to the Transport Department's Transport Section for Persons with Disabilities, 11/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, or fax them to 2673 6599. Those with a "SmartConvenience+" device or "Digital Certificate" with digital signature functionality can submit their applications online.

Parking permit for drivers picking up disabled persons with mobility impairments (gray certificate)

Commonly known as a "gray certificate," each disabled person can only have one relative apply for one "gray certificate," which can only register one vehicle and can only be used free of charge for the disabled parking space when picking up and dropping off a person with a lower limb disability.

How to apply for a parking permit for drivers picking up disabled persons with mobility impairments

Applicants need to complete the application form (TD544). Applications must be submitted in person to the Licensing Office of the Transport Department, or mailed to the Transport Department's Transport Section for Persons with Disabilities, 11/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, or faxed to 2673 6599. Those with a "SmartConvenience+" device or "Digital Certificate" with digital signature functionality can submit their applications online.

  • Application form TD544
  • Identification documents of disabled persons with lower limb injuries who are being transported
  • A certificate completed and issued by a registered physician under the Department of Health or the Hospital Authority within 6 months prior to the application date, certifying that the person being transported is a person with a lower limb disability who has difficulty walking due to illness or physical injury.
  • Vehicle registration documents for the applied vehicle
  • Photos/videos of the vehicle being applied for (if applicable)
  • If the vehicle being applied for is owned by a company, the company's Annual Return (NAR1) and a power of attorney issued on behalf of the company by its shareholders or directors, bearing the company seal or authorized signature stamp, must be submitted to prove that the applicant is a shareholder and authorized to use the vehicle to transport the disabled person with lower limb disabilities for this application.

Application qualifications

  • A disabled person holding a valid driver's license, learner's license, or provisional driver's license that permits him to drive the vehicle, and the applicant or his/her spouse (if the applicant's spouse is also disabled) is the registered owner of the vehicle.

  • The applicant (registered vehicle owner) must be a relative of the person being transported; otherwise, supporting documentation and justification must be submitted.

  • The passengers picked up must be confirmed by a qualified person or organization as persons with disabilities who have difficulty moving due to lower limb injuries.

  • The registered vehicle must be a private car or light commercial vehicle. If it is a light commercial vehicle, SUV, or sports car, the applicant must submit a video demonstrating its suitability for transporting disabled persons.

Validity period

Three years

The validity period is three years, but the actual duration depends on the duration of the disability. Abuse of the right to apply can result in a reduction to one year or even a ban on further applications.
