When to Have Your Car Inspected?

Under Hong Kong law, all vehicles (gasoline, diesel, and electric) that have been licensed for more than 6 years must be inspected annually to legally operate on the road. Vehicle owners do not need to wait until the license expires; they can perform the inspection and renew their vehicle licence up to 4 months before the license expiration date.

In contrast, new cars or vehicles less than 6 years old do not require annual inspections. For example, if you own a new car manufactured in 2022, you do not need to have it inspected annually until 2028.

To undergo a formal inspection, you need to take your vehicle to a Transport Department-designated vehicle testing center. To accommodate working individuals, some testing centers provide services during evenings and on public holidays (except Sundays).

The inspection costs vary depending on the type of vehicle. The initial inspection fee is higher than the re-inspection fee. Note that the re-inspection fee applies only if the re-inspection occurs within 14 days of the initial inspection; otherwise, the full fee will be charged.

Preparations:

  • A credit card (Visa or MasterCard) or a PPS account number and online password for payment.
  • A printer to print the confirmation page once the online service is completed. If a printer is unavailable, ensure you note the reference number for the electronic service.

Steps:

  1. Go to GovHK and select 'Online booking for annual vehicle examination of private cars and LGVs' (for light goods vehicles not exceeding 1.9 tons).
  2. Click on 'Start Search.'
  3. Select 'Vehicle Type,' 'Engine Type,' 'Testing Center Region,' and 'Desired Appointment Date,' then click 'Next.'
  4. Based on your selected area and date, view the availability of relevant testing centers and choose a suitable time slot.
  5. Enter the vehicle details from the vehicle registration document, including 'Vehicle Details,' 'Registration Number,' and the last three digits or letters of the engine number. Select the appointment date and click 'View Time Slots' to confirm your selection.
  6. After entering the contact person's name and phone number, click on 'Preview Appointment.'
  7. Agree to the terms and conditions, then click 'Confirm and Pay.'
  8. Enter credit card details and click 'Pay.' Once payment is completed, your appointment is successfully booked.

On the Inspection Day

  • The vehicle should not be dirty.
  • Do not place too many items inside the car.
  • Check that tire pressure is adequate.

What to Note When Self-Inspecting?

  1. In recent years, the government has cracked down on illegal vehicle modifications such as body kits and spoilers. It is best to revert any modifications before inspection.
  2. If your vehicle has tinted windows, ensure the light transmittance meets requirements (front and rear windshields and front side windows: 70%; rear side windows: 44%).
  3. The government has strict exhaust emission standards, which can be challenging for average vehicle owners to measure. Regular maintenance is advisable to avoid issues.

Follow-Up After Passing the Inspection

Although the list inspection items may appear long, it usually takes only 15 to 30 minutes to complete. After passing, vehicle owners will receive a 'Certificate of Roadworthiness.' Owners can then take the required documents and payment to the Transport Department or apply online for licence renewal. Follow-Up After Failing the Inspection (Re-inspection)

If your vehicle fails the inspection, you will receive a detailed repair notice, which lists all the problems found by the vehicle inspector. Experienced vehicle owners can purchase the needed parts and perform the repair themselves to save costs. Then, of course, they must take the risk of their vehicle failing the re-inspection.

On the other hand, if you are not sure you can handle it yourself, you can hand your car over to a garage for repair and parts replacement first, and make an appointment to have your vehicle re-inspect within 14 days (including Saturdays, Sundays, and public holidays). Please note that a re-inspection fee must be paid, unless the failed item is listed as 'no re-inspection fee required' and your vehicle is re-inspected within 14 days from the first inspection date.

If you disagree with the inspection results, you can request that the vehicle inspector or the person in charge of the center make further clarifications. If you still feel dissatisfied, you can also file a formal written appeal.

Should You Use a Garage for Inspection? What Are the Costs?

Since each inspection and re-inspection incurs costs, many drivers choose to have familiar garages conduct the inspections, as garage technicians have extensive experience and pay special attention to the required inspection items, thus increasing the likelihood of passing compared to self-inspections at testing centers.

While most garages claim to offer 'one-stop inspection services guaranteed to pass,' it is best to clarify the inspection fees before proceeding, as costs and items can vary significantly between garages. Generally, the cost for a private car annual inspection (including government testing center fees) ranges from HK$1,000 to HK$2,500, while light goods vehicles can cost over HK$2,000. This is typically two to three times more expensive than testing centers and does not include repair or replacement costs. Vehicle owners should weigh the time needed for inspection, the garage's inspection costs, and the risk of failing the inspection.

In addition to annual inspections, if you purchase a used car from another owner, it is common to have the vehicle (including the underside) inspected before transfer (note: this private inspection is not a substitute for government inspections) to ensure there are no undisclosed modifications. Most garages offer this pre-sale inspection service, typically priced around HK$700 to HK$1,000.

Vehicle Inspection and Car Insurance

You may ask, 'Does car insurance cover car inspections?' Unfortunately, the answer is no. However, there is an important relationship between the two - if you do not have a valid Certificate of Roadworthiness issued by a designated inspection center, in the event of an accident and a claim is made, your insurer may refuse to compensate.

Let’s say you collide with a fixed object while driving, causing damage to the car worth HKD $40,000 and you have comprehensive car insurance, not just third-party liability insurance (only comprehensive insurance will cover this type of damage).

When handling an insurance claim, your insurer will inspect the information and supporting documents provided by you. Once they find that your Certificate of Roadworthiness has expired, they will reject your claim, meaning that you will have to pay all repair costs yourself.

The reason your insurer can do this is that they expect you to comply with Hong Kong laws and regularly maintain your vehicle. If you fail to do so and an accident occurs, they will have reasons to believe that the accident was caused by a malfunction that would have been detected and fixed during the inspection. Furthermore, not having a valid Certificate of Roadworthiness means that you had been driving your car illegally, which is a big issue for your insurer.
